Town of Banff Bylaw 479 – A bylaw to adopt the Railway Lands Area Redevelopment Plan (ARP)

Purpose of Bylaw 479 The purpose of the bylaw to adopt the Railway Lands ARP is to provide a comprehensive and integrated planning framework for the revitalization and future redevelopment of the railway lands site that is owned by Canadian Pacific Kansas City (CPKC) and leased to Liricon/Norquay. The ARP – for area on the north and south side of the railway tracks – would set policies to guide the establishment of a multi-modal transit hub along with the development of visitor and community services and amenities, environmental protection areas, expanded intercept parking and enhanced infrastructure for walking, cycling, and other mobility options. The ARP also proposes to return the historic Banff Train Station and its grounds as a landmark to its former prominence with the restoration of the heritage building, gardens and relocation to the site of other regional railway features, commemorating the significance in the evolution of railway tourism in Canada. Background An Area Redevelopment Plan (ARP) is a statutory plan that would be adopted as a bylaw by Town Council in accordance Alberta’s Municipal Government Act and Article 5.5 of the Town of Banff Incorporation Agreement. The ARP must also be considered in conjunction with the Banff Community Plan, the Banff National Park Management Plan and the National Parks Act. The ARP must conform with the commercial development cap established for Banff by the Government of Canada. ARPs are used to guide the redevelopment of existing, developed, or disturbed areas which are in need of some form of rehabilitation and improvement. ARPs provide a framework to guide future public and private investment, and to assist decision makers during the review of future land use bylaw amendments and development permit applications. To speak at the public hearing at Banff Town Hall Council Chamber in person, register by contacting the Municipal Clerk’s Office at 403.762.1209 or email [email protected]. Registration of oral presentations received prior to 12 p.m. noon on Tuesday, March 19, 2024, will be included in the publicly available Agenda. People who have registered in advance are heard first. People who wish to speak via Zoom online, must register by 12 p.m. on March 19. People may decide to speak at the meeting if appearing in person. Each speaker is limited to five minutes to present. Presentations are live streamed, recorded and published online. 2. All written submissions will be published online and included in the Corporate Record. Written submissions received after 12 p.m. on March 19, but before the close of the Public Hearing, will be distributed to Council on the date of the Public Hearing and included in the Corporate Record of the meeting.
