Notice of First, Second, and Third Reading for Three Sisters Village Conceptual Scheme and Land Use Bylaw Amendment 2024-04
A Special Council meeting will be held in person on April 23, 2024 at 10 a.m., at the Canmore Civic Centre, 902 – 7 Ave, to approve Land Use Bylaw 2024-04, and a Conceptual Scheme application for Three Sisters Village Phase 1. Members of the public may attend in person or watch the hearing online at canmore.ca/webcast
What is Happening? Three Sisters Mountain Village has submitted a Conceptual Scheme and a Land Use amendment related to the Three Sisters Village Area Structure Plan (ASP). The Conceptual Scheme application represents one phase of the larger Three Sisters Village ASP area. It provides more detailed information regarding planning, servicing, transportation, and parks, while the associated Land Use amendment proposes land use districts that correspond with the density and building type included in the Conceptual Scheme. Conceptual Schemes are adopted by majority vote by Council, and do not have a corresponding bylaw as a Land Use Bylaw amendment would. The Land Use Bylaw amendments are consistent with the approved Three Sisters Village ASP and NRCB decision. The 1992 NRCB Decision set the allowable land uses; however, an amendment to the Land Use Bylaw is needed to implement the Three Sisters Village Area Structure Plan accordingly. How can I give feedback? There is no opportunity for members of the public to provide feedback on this application in this unique exception. According to Section 619 of the Municipal Government Act, municipalities must adopt Land Use Bylaw amendments that are consistent with the 1992 NRCB Decision. The requirement to hold public hearings that you may be familiar with for typical Land Use amendments do not apply to these applications. As the proposed Land Use Bylaw amendment is consistent with the 1992 NRCB Decision, there will not be a public hearing. There is no requirement for a public hearing on a Conceptual Scheme. Future stages of development on Three Sisters lands may include public input; however, there is no opportunity for public input at this point in the application process. How can I learn more?
